MS discounts O/S price by at least 50% by lowering specs of hardware,
I think that's fair and reasonable.
MS restricts CPU speed, display size, and amount of RAM (not sure
about HD space). If a MFG wants to use higher-spec components, they
only incur their "regular" pricing for "regular" software, not a
penalty, just no discount.
