[rescue] Corrupted list messages

Just because the SMTP listener is 8-bit-ready doesn't mean the list is.
I'm fine with...well, no, not _fine_ with, but I'm _okay_ with the list
smashing high bits.
But I do think the local outgoing mail infrastructure should have been
(and should be!) refusing to transport most of the resulting messages,
because of the mismatch between their being labeled as being US-ASCII
and their containing octets that are not printable US-ASCII. (I say
"most of" because it doesn't _always_ produce broken mail. For
example, I've sent 0xfe, 8859-1 lowercase thorn, and had it turned into
0x7e, ~, which is just fine for ASCII.)
However, as someone pointed out upthread, the bar for actually making
changes at this point is rather high. I hardly think the current state
is ideal, but, especially in view of the list's working language being
English, I can live with it.
