Fair enough. I was using "compression" in an information-theory sense
in which any transformation that takes N bits in and (always) produces
<N bits out is performing compression. But drawing a distinction
between sampling and compression would be a fair thing to do.

Yes. My fuzzy memory says that ulaw is North Americna and law is
European, but that memory is really fuzzy.
