People tend to forget that, whenever you talk about "security", you
really should at least think about "security against what/whom?".
Personally, the kind of entities TPM is designed to trust - Microsoft
is a good example - are near the top of the list of entities I want to
be secure against. In short, TPM does not provide any security I
actually want.
This, per se, is not directly relevant to the thread. It's just
pointing out an illustration, by way of extreme example, of how close
to meaningless "loosen[ing] security" is without either context or
explicit mention of the relevant threat model.

Don't forget, Apple uses much tighter integration between software and
hardware. Windows runs - or at least tries to run - on commodity
hardware. (I'm not sure how that affects this issue, but I have
trouble imagining that it has no effect.)
