There are some floating around online.
However, you could try making one for VMS or BSD via simh?
You can setup a simulator as close to your hardware, install the OS onto a
raw image file, and then move that to a zuluscsi.

I was recommended to do that with my 4000/200 and my 11/23. Still haven’t
personally gotten around to it, maybe this weekend.

Highly recommended if you are using a zuluscsi with a VAX (or really any
system) get a Single Level Cell or SLC SD card. Any swapping or consecutive
writes to a MLC type card will destroy it. They are more money, but the
industrial SLC ones do last and are well worth it.
