As you probably already saw, the archives are here (off of the 
subscription page): http://www.sunhelp.org/pipermail/rescue/ Reading 
through some of the threads should give you an idea of what and how 
items are discussed.  I know of no sorted page on the topics (but 
someone on the list will correct me if I am wrong).

Basically, you send a question or comment to the reflector 
(rescue at sunhelp.org) and your email is sent to the entire list. Things 
go from there.
